WORK OF PUBLIC ORGANIZATIONS IN THE RUSSIAN FEDERATION
Actually quite a big number of REA regional branches are working actively both on academy in general and on cooperation with administration. Unique possibilities to create regional Councils under the aegis of the Highest Engineer Council of Russia and work actively in various scientific-technical directions were formed up after the Second Congress. It was decided to create a special direction, special section for the youth. As before the academy will keep on actively organizing contests and conferences. That’s where information technologies and internet conferences should be used. During the last twenty years Russian engineering academy has been assisting academic institutions to free them from problems connected with implementation of new ideas in production not inherent to themand to concentrate their attention and resources on fundamental research. REA provides possibility for engineers not only communicate on a regular basis but also, what is extremely important by itself, create temporary creative brigades on engineers of various professions on solution of the most important problems. Overcoming the crisis will be largely determined by how the country can really restructure their economies to the path of innovation. Science, which generates its knowledge, should bring them to the completed form and send them to the business. But the government should assume the obligation to fund research, especially fundamental, in the early stages of development.
Symbolically, that at the beginning of the XXI century through the audiences of the University, as one hundred years ago, a scientist Paton was passing . Scientists of this family created some advancing technologies that allowed science to achieve the new level. The life and work of the Paton’s family reflect some major developments and accomplishments of the past century. The father became the founder of welding technology. During the B.E. Paton’s time different space technologies appeared. Thanks to scientific and social activities of Boris Evgenevich Paton the links between scientists and researchers in the CIS countries were preserved and continue to develop.

OPTIC AND LASER MEASURING TECHNOLOGIES FOR METALLURGY.
Optic and laser measuring technologies essentially improve the efficiency of general technological processes in metallurgy providing metal economy. However, obtaining precision information of velocity and geometry of hot rolling in metallurgy are the sum of complicated multi-disciplinary scientific and technical problems. For the first time we have ensured precise measurements of the diametrical size of hot rolling with calculation error not exceeding 0.2%. The fruitful scientific idea has allowed realizing a small and cheap information and measurement complex, which has proved its functionality in the course of tests. The newest development of 2012 in the sphere of optic and laser measuring technologies for metallurgy are laser radiation safe measuring complexes for measuring geometric indices of ËÀÄ-0Ð-3 hot and cold rolling, which provide total radiation safety.
XIX Mendeleev Congress on General and Applied Chemistry in Volgograd was the most imposing in the history of Mendeleev Congress. He collected more than 1230 participants from 17 countries of the world. Among the delegates were the leaders of national and international unions and associations, scientists and experts from leading research centers, universities, industrial enterprises and associations. Evidence of high level of scientific program and plenary lectures were the reports of 20 members of the Russian Academy of Sciences. More than 800 scientists have made 242 spoken and 600 poster presentations.
The «Institute of optoelectronic information technologies» («IOIT» JSC) was created as a new element of the innovation infrastructure of Russia. The Institute is successfully implementing a single chain from basic research to the embedded technology, with prospects for high technological and intensive markets.
